Kumar Waii loses RWD ministry
ITANAGAR, Apr 25: Kumar Waii has been shunted from RWD Ministry to the Panchayat and Cooperatives, according to a report.
RWD Ministry will now be looked after by the Chief Minister. Though a report says that the move came after irregularities in awarding contracts in RWD, the main reason is cited to be Waii’s rebellion against the Chief Minister.

Basic computer course
ITANAGAR:, Apr 25: A basic computer education course under BADP organized by Don Bosco Youth Centre (DBYC) for Kurung Kumey and Kra Daadi districts commenced at DBYC here today.
Inaugurating the training, Kurung Kumey Zilla Parishad Chairman Sangha Tagik stressed the necessity of computer education for all. Tagik encouraged the participants to attend the training sincerely to make themselves computer literate.
Fr. CD Mathai, Parish Priest spoke about Don Bosco Institutions and the unique training programmes that is offered to youth over 132 countries in the world and added that Don Bosco is second only to the Govt. of India in running technical schools and a key player in skill development of youth in India under DBTech.

Kathmandu, Apr 25: A powerful earthquake flattened houses and buildings in Nepal today, killing nearly 900 people as the worst quake in 80 years destroyed the iconic Dharhara tower and renowned Darbar Square in the heart of the capital.
The quake measuring 7.9 on Richter scale, which was followed by 16 aftershocks of magnitude 4.5 or greater, killed 876 people including over 250 in Kathmandu and left several thousands injured and hundreds missing across the country.
The earthquake around 11:56 am with epicentre at Lamjung, around 80 kilometers northwest of Kathmandu, had its impact in several cities in Bihar, West Bengal and UP and tremors were felt across vast stretches of east and northeast India.
It was also felt in Southern and Western parts of India, China, Bhutan and as far as Pakistan and Bangladesh.

AACJM member Bihenso Pul alleged that there are numerous dubious and bogus projects under SPA, NEC, PMGSY and NLCPR being executed by Kalikho Pul which exists in official documents only but not on the ground. Under NEC, PMGSY and NEC, C/o Road from Tafraliang to Tahogam amounting Rs. 9.00 lacs was already spent under NEC, however another project is being implemented over the same project under PMGSY. AACJM also claimed that similar bogus projects were executed under BADP. The C/o Foot Suspension Bridge(FSB) over Dalai 120 meters at Chaglagam of Rs.48.00 lacs and FSB over Lati(150 meters) of Rs.34.00 lacs does not exist in reality, it alleged.
Bihenso Pul stated that few government officers are hands in glove with the local MLA in embezzlement of the centrally and state sponsored schemes funds. It also alleged that Anjaw MLA of indulging in illegal land grabbing of the government lands. “Kalikho Pul misuses his power and position to grab the government land and exploit innocent people” the group added.
It also alleged that the former Finance Minister had converted the community land of Meyor community (a marginalized community) into reserve forest by forging signatures. When the malicious move was protested by the community members, many were physically charged and abused and some of them put behind the bars, AACJM said.
It said that the civil right group of the district wrote to Asian Human Rights group complaining about atrocity against the Meyor Community by Pul but no justice has been done so far.
On being asked whether the AACJM is a politically motivated and affiliated to political rival group of former the Finance Minister, the members refuted and clarified that the movement is part of their long pending strategy. Meanwhile, MLA Kalikho Pul was unavailable when this daily tried to establish contact for his reaction over the allegations.

PPA for imposition of financial emergency
ITANAGAR, Apr 25: With the Reserve Bank of India (RBI) directing the State Bank of India (SBI) to stop all the payments on behalf of the state government, the stage is clear for the imposition of financial emergency in the state without any further delay, said Peoples' Party of Arunachal (PPA) while referring to its memorandum submitted earlier to the Governor seeking his intervention in financial management.
Addressing a party meeting on the alleged growing of corruption in the state here today, PPA CWC chairman Kamen Ringu said that the financial crises are the results of mindless fiscal mismanagement in the state, it is not because of the birth of NITI Ayog replacing the Planning Commission.
“Unaccounted public money to the tune of crores were used for buying off the rival candidates representing mostly Bhartiya Janata Party (BJP) in the recently concluded Assembly Election 2014 which is one of the prime reasons for the financial bankruptcy in the state today. The use of public money during the elections led to situations wherein 11 candidates withdrew from the election fray after filing of the nominations. The voters of those constituencies are to be equally blamed because of their tacit involvement in vote buying practices,” said Ringu adding that “This is against the very sprit of democracy as huge unaccounted transaction of public money took place between the withdrawing candidates and ruling government”.
"Political corruption in the state is also encouraged through the defection of Legislators from one party to another party which involves huge unaccounted public money paid to the defecting legislators. This has prevented the growth of genuine Regional Political Party in the state. The public, particularly the intelligentsia should condemn these defecting legislators", said PPA Secretary General Kaling Jerang.
Jerang further said that the PPA fully endorses the phase wise hunger strike called by the All Arunachal Contractors Welfare Association (AACWA) demanding immediate imposition of financial emergency in the state under Article 360. The party will also extend full cooperation to any civil rights organization that would truly represent the public grievances against the wrong doings of the government, Jerang added.

Meena urges Govt officers to work with vision
ITANAGAR, Apr 25: Commissioner Personnel, Administrative Reform and Training, K R Meena today called upon Government officers to work with a vision for better Arunachal. If someone determines to change for development, success is inevitable, he said. Meena was addressing the participants in the 2nd general conference of the Confederation of Service Associations of Arunachal Pradesh (CoSAAP) at Administrative Training Institute (ATI) Naharlagun.
Meena said that the administrative officers of the state are well equipped with rules and regulations and some had already proved their worth, which will help the state in moving forward.
While hinting at corruption by some officers, K R Meena said that prosperity in wrong way does not give peace of mind adding that earning money through illegal means results in disrespect in the society. He, however, suggested institutional arrangement to get rid of the corruption and to control those people who indulge in such illegal activities and damage the name and fame of the state.
Meena further informed that a committee has been constituted under his guidance to provide recommendation to state government on institutional frameworks for improvement of service delivery to the people. He also assured to take up the demands being raised by CoSAAP with the government.

Alas to the utter disappointment of everyone he hardly spoke about Arunachal. Central leaders whether it is be BJP or Congress should not visit state just for the sake of Arunachal ‘dharsan’. They need to tell us the vision of their party and how they are going to develop state. We had enough of leaders visiting state without any outcome. During his speech Amit Shah hailed the people of Arunachal Pradesh for their patriotism. But Mr Shah should understand that patriotism does not feed our stomach. Unless centre and state develop cordial relation and work together, the people of state will not reap benefit of development. Right now state government is struggling to manage finance and unless central government offers helping hand things will not improve.

It is really surprising to know that the decision to extend the Armed Forces Special Power Act (AFSPA) in the state was made without any consultation with the state government and other security agencies.
Through your esteemed daily I would like to express my views on the act aforesaid. We understand that the act (AFSPA) is enforced to tackle and shut down any armed opposition and violence in a state. Instead of witnessing a noble job done what we hear is the barbarian acts committed by the army personnel.
From the past, we have come to learn only the drawbacks of the Act such as rape, molestation or torture by army personnel in lieu of power bestowed under the act. There is no merits, hitherto, we have heard and learnt of the Act. It seems the act is a punishment for the people rather than a saviour of the people. We, being obedient citizens of the country, are well aware that the government works for the welfare of the people. The government must have made thorough and adequate studies and research before the enforcement of the act in the state.
But when such decisions are taken, we tend to question ourselves if the government really functions for the people? Why is the government so keen on extending the Act to newer regions when violence still prevails in the Act enforced regions? Is the government in a bid to double the crime and violence in the state?
Given the lacunae of the Act, it becomes highly recommendable to the government to reconsider its decision on extending the act to all districts of the state bordering Assam. We hope are voices are heard at its highest note because we mandated the government to power to keep us safe and to maintain peace, law and order in the state.

undergo a herculean task of navigating the entire stretch of almost 120 kms (to and
fro) of tiresome and almost inaccessible road from Aalo to Basar. The hardship of

pertaining to the fact that the concerned advocates could not present themselves
at the scheduled time at the Hon’ble court, irrespective of their best possible efforts.

Depriving us
Dear Editor,
I am a common man with no channel to express its voice at the State level, but I believe that through your esteemed daily my voice and in fact the voices of the common masses of Tawang district will be heard.
The district of Tawang has been hit several times by short allocation of oil over the past many months from the authorities at the twin capital. When enquired, the concerned office at the district level expressed their helplessness over the issue which in turn means more stress for the poor and common households of Tawang district.
Every person in Arunachal Pradesh and well qualified officers at the state level are acquainted with the fact that Tawang district is climatically cold place round the year. Though it has hydro power generation capability but due to poor mechanism of the state govt, the power generation in the district is not sufficient to feed the power requirement of every household in the district.
Under such circumstances, SKO allotted by the GoAP is an essential commodity and necessity for cooking and illumination in the district. The concerned department at the state level ignores this fact again and again.
